Background of the Study

Hydroelectric projects have become an integral part of Nigeria’s energy infrastructure, contributing significantly to the national grid and fostering local economic development. Shiroro Local Government Area (LGA) in Niger State is home to the Shiroro Dam, one of Nigeria’s major hydroelectric power plants, which has been operational for several decades. While hydroelectric projects are intended to provide a reliable source of power, their impact on local communities, particularly in terms of economic and social outcomes, remains a subject of debate. These projects can lead to both positive and negative effects, including increased access to electricity, improved local infrastructure, and changes in the social dynamics of host communities (Nuhu, 2023). This study seeks to evaluate the effect of the Shiroro hydroelectric project on local communities, focusing on its impact on economic development, displacement, and social well-being.

The findings of this study will contribute to the broader understanding of the socio-economic effects of large-scale infrastructure projects in rural areas. It will also inform policies aimed at mitigating the negative impacts while enhancing the benefits of such projects for local communities.

1.2 Statement of the Problem

Despite the potential benefits of the Shiroro hydroelectric project, there are concerns about its impact on local communities, particularly regarding displacement, environmental degradation, and the equitable distribution of benefits. While the project has led to improved access to electricity, the full range of its socio-economic effects remains under-explored. This study will investigate how the hydroelectric project has affected the livelihoods of people in Shiroro LGA and provide recommendations for better integration of such projects into local development strategies.

1.3 Objectives of the Study

  1. To assess the socio-economic impact of the Shiroro hydroelectric project on local communities in Shiroro LGA.

  2. To evaluate the role of the Shiroro hydroelectric project in improving local infrastructure and livelihoods.

  3. To identify the challenges faced by communities due to the Shiroro hydroelectric project.

1.4 Research Questions

  1. How has the Shiroro hydroelectric project affected the socio-economic well-being of local communities in Shiroro LGA?

  2. What role has the Shiroro hydroelectric project played in improving local infrastructure and livelihoods?

  3. What challenges have local communities faced as a result of the Shiroro hydroelectric project?

1.5 Research Hypotheses

  1. The Shiroro hydroelectric project has had a positive socio-economic impact on local communities in Shiroro LGA.

  2. The Shiroro hydroelectric project has contributed to the improvement of local infrastructure and livelihoods.

  3. Local communities in Shiroro LGA face challenges such as displacement and environmental degradation as a result of the Shiroro hydroelectric project.

1.6 Significance of the Study

This study is significant as it will provide valuable insights into the socio-economic effects of large-scale infrastructure projects, particularly in the context of hydroelectric power generation. The findings will be useful for policymakers, development agencies, and energy companies seeking to enhance the benefits and mitigate the challenges associated with hydroelectric projects in rural areas.

1.7 Scope and Limitations of the Study

This study will focus on Shiroro Local Government Area and will evaluate the socio-economic impact of the Shiroro hydroelectric project over the past two decades. Limitations include potential difficulty in accessing sensitive data related to displacement and environmental degradation, as well as challenges in gathering comprehensive views from affected communities.

1.8 Operational Definition of Terms

  • Hydroelectric Projects: Large-scale energy generation facilities that harness the power of flowing water to generate electricity.

  • Socio-Economic Impact: The effect of a project on the social and economic conditions of local communities, including employment, income, and quality of life.

  • Displacement: The forced movement of individuals or communities due to development projects, typically resulting in the loss of homes and livelihoods.
